It is not possible and it is not desirable. The server has scripts, OEM comes with scripts, and one shouldn't be possible to shutdown a database from any possible client. Oracle <> sqlserver and a database in Oracle is not what a database is in sqlserver. If you want a scheduled shutdown, just read the Oracle Server Administrators manual and/or the OEM documentation.
