Look around for files name tnsnames.ora. Sounds like either you don't have one that has what you are looking for in it, or oem is looking somewhere else. Oracle goes through several places to find it (including the registry and $ORACLE_HOME\network\admin). You might want to rename all of them and create a new one with net8 assistant, or if you have a good one on another server, copy to one of the places, or your own special place and set TNS_ADMIN.
