Go to (wait for it...) www.oracle.com and click on the DOWNLOADS link. This tells you what the license terms are. I think it is basically free for evaluation, but check what the site says. Check out the personal edition as well as the rest. The difference is that these are full products, not a restriced one like the MSDE thing.
