Access violation on setup of Oracle8i Personal Edition

when trying to start setup.exe on a win2k sp3 box, setup exits without doing anything. list of processes shows that setup.exe and jrew.exe are started, but ended in the next moment. there is a file "jrew.rpt" created, which states:

Exception code: C0000005 ACCESS_VIOLATION

any hints?
