OEM Change Manager - Creating Baseline problem

All,
I have just installed OEM on my machine with the Management server running on my local machine as well. I connect to the node as dba and tried to create a simple baseline in Change Manager. But I have not been able to successfully do that. The issue is that it comes back with an error "table or view does not exist".

I also ran a trace to see what SQL was not working. It seems like it want to read the sys.objauth$ oa, sys.obj$ o, sys.user$ u, sys.user$ ur, sys.user$ ue, sys.table_privilege_map tpm. I even tried logging as sysdba but I get the same eror. I do not understand why ?

Please help.
