HELP! Interfacing An Oracle Database With Btrieve Files

Does anyone know how or have an example of interfacing an Oracle database with Btrieve files ? The vendor that sold us the package wants to charge us $23,000 to create an API for interfacing Oracle to their Btrieve database. There has got to be a cheaper way.
