Can you install Oracle on the server the clients all have access to? If so, you could potentially replicate the data from the real Oracle to this server, then use Access from the clients. If you want to change/ add data from Access, setting up this replication gets more complicated (though still possible). This assumes that you have the bandwidth/ hardware necessary to have a replicate instance on your server.
If you just want to view the data, you could set up a reporting tool (Crystal Reports, Brio, etc) on the server and view the reports on the client.
Is there a strong business reason that the clients can't be allowed to communicate with the database? If not, I'd really look to see whether you can relax this restriction.
