Oracle Performance using MSDAORA and Firewall

I am running into major performance issues executing stored procedures against a Oracle database. The database is in another domain and behind a firewall but not off-site. Simple procedure such as select * from SUCH_AND_SUCH that are returning 10-20 rows are having a delay of 3 to 4 seconds.

I have ran the same procedures on a network with the database in the same domain and no firewall and these procs are instantaneous. We are using MSDAORA Provider and running MDAC 2.6
