It sounds like you in some way messed up the port number, or that your fnd_profile_values is incorrect.

However it vould be helfuly to know:
What release of the OF(10.7 / 11i ....)
In case of 11i, did you use the suported cloning utility provided by Oracle (adclone )?

Most of all, do you get an error message?
