The 'training database' is optionally installed when you install Oracle 9i. I've just done that myself. You can download all the files (huge, takes a looooooong time) from Oracle:

http://otn.oracle.com/

Be warned that it takes a substantial computer and lots of disk. I have 9iAS, Forms and Designer on a 1.8ghz box with 512MB. Oracle is taking almost 16GB of disk.

You set the name of the database during install. The login is SCOTT/TIGER. hth
