Is there a firewall between the two IP addresses? Even though the ping gets through actually establishing a session requires Oracle Net to open a port for the session different from the one the original request comes in on and access to this port could be blocked. At metalink Oracle support has a document on using Oracle Net with a firewall that may be of interest.

Maybe someone else will have a better idea, but I have heard similar complaints that were traced to firewalls.
