why can't I install 9i agagin?

I downloaded Oracle 9i and installed. The iFS did not installed properly. Then I uninstalled all of software and intended to install them again. Unfortunately, I could install it. There is no any other prompt from sytem. I click SETUP.EXE, it show me the install screen. Nothing happened after I choose the install location. I need your help!!!Thank you very much!!!
