Accessing an Oracle database on the server

Can you help me with trying to access an Oracle database that is located on the server ? I know how to do it when it is on my machine only. But how do I access a remote database ? Does a URL to the database need to be specified in my application ?

Any suggestions will be really appreciated. Thank you in advance.
