Memory usage climb up under windows 2000 with 8.1.7 -please help

I install a new serveand install Oracle 8.1.7 enterprise edition rel 3 and create 4 database. under Windows 2000 Server.

When I start the database I realise the Mem usage in the task manager for my oracle process goes up and up and up and never goes down. It looks like when the memory is use the system does'nt de-allocate the memory used. So example I start my instance- service of my database DB1.
When DB1 is up then it use around 25,000K 2 hours later it use 175,000K

If I shutdown and restard the service then it start back to 25,000 and do the same again.

Also I notice that sometime this process is running at 100% of CPU usage and
when nothing is running over the database the process stay at 100% CPU usage.
