why i can not use oracle report&form

I install a oracle 9ias in win2k sp2,
according to the pdf file:
A Step By Step Guide to install Oracle8i Rel 3 (V8.1.7) and Oracle9iAS Rel 1(V1.0.2.2) on Windows NT

oracle portal and the jsp and jserv demos are OK but I cannot run the demos of oracle report and oracle form I use
http://192.168.0.100:7778/dev60cgi/rwcgi60.exe?server=Rep60_DATA&report=test .rdf&userid=scott/tiger_at_test&destype=cache&desformat=HTML

all the service are started;
but i only can get:
error: The requested URL was not found, or cannot be served at this time. Oracle Reports Server CGI - Report Job has terminated with error. Reports Server Replies:

REP-0501: Unable to connect to the specified database. but if i use http://data:7778/dev60cgi/rwcgi60.exe?server=Rep60_DATA I can get

Database User AuthenticationUser Name:  Password:  Database:       if i type
user name =scott          password = tiger          database=db817   I get

ORA-12154: TNS:could not resolve service name who know how i can do Received on Sat Feb 23 2002 - 03:39:30 CET
