The ODBC driver runs on top of the Oracle 9 client. The Oracle 9 client is available only in the full product (which can be downloaded for free from the same site), and obviously in that case you only have to install the client separately. The client includes the installer. The ODBC driver does *NOT* include the client/ Hint: Oracle is not for those who, thanks to Bill Gates, only know how to click.
If you would have read the readme before starting to shout you would have known.
