holiday package. Need pragma reference_restrict help oracle 7

I have built a package to caculate holidays from a table.  I offer it
to anyone who wants it but I do ask one favor.  That is it works fine
in oracle 8 in sql statements.  but in oracle 7 I keep breaking the
pragma reference_restrict rules.  I know it has something to do with
the package global variable that I set up in the body, but I have not
been able to get around the problem.  This is going to need to work in
SQL in 7 until we transition and since this is my first peice of
pl/sql code I am not sure how to get around the problem.
