using pl/sql to step through a cursor 'x' rows at a time on a web page

Whats the best way to do the following :-

Suppose a query returns 500 rows. I want to present a web page (via pl/sql tool kit - oracle 817) that can step through the rows say 50 at a time.

Ie
Using pl/sql in a stateless web page I want to have a page what displays the first 50 rows and has a 'next' button. The user can click next and the next 50 rows are displayed.

Anyone have an exmaple of this?
