The core of the problem is with the symcjit.dll and Pentium 4.

Apparently the symcjit.dll file is used to launch the Oracle Universal Installer - OUI and Pentium 4's do not like the version of that dll that comes with the OUI.

The only version of that dll that worked for me is the one extracted from the JRE 1.2.2 from this site
http://java.sun.com/products/plugin/old.html
