We had a similar problem. There was one database running 8.1.7 and two databases running 8.1.6.3. When the operating system was upgraded to Windows 2000, neither of the 8.1.6 databases would start even though the services started. Oracle said that there is a reported bug with starting 8.1.6 databases with Window 2000. We upgraded all to 8.1.7 and they seem to work fine.
