I don't think this can intelligently be answered without knowing:

1) What are you going to code
2) If you are going to code -- what languages do you know
3) If you are not going to code -- what do your programmers know or if you don't

have programmers yet, how much can you pay 4) How much time do you have
5) Probably would also be nice to know what os, platform(s), etc.
