Newbie Oracle Server & Web Question

I hope someone can help point me in the right direction. I'm wanting to provide a web interface (HTML, Flash, etc.) to a SQL or Oracle Server (whichever would work best for the job).
I'm wanting to develop an application whereby when someone "logs" into the server using a browser, their user information is loaded and then they would see a list of other people who are "logged-in". Then, I need for one browser client to be able to "talk" to any of the other browser clients that are logged in (like a chat). I'm developing a 'turn-based' game for the web.
Any help would be greatly appreciated.
