Oracle database licensing

Hello all,
I am new to Oracle database and am quite confused after visiting the licensing page of the Oracle web site. Specifically, I am wondering if I must run the multiple CPU version (if it is different from the single CPU one) of Oracle DB on a multiple CPU machine? Or can I save myself some money by running the single CPU version? Also, if I start with the single CPU version DB on a single CPU machine, would this version still run if I add more CPU's to the machine? Or may be there is really no difference between the single CPU version and multi-CPU version so Larry would come after me for money once I added more CPU's?
