What I found installing OAS 3.0.1.0.0 was..
I created a DB alias using the SQL Net Easy Configuration Mnager..
Then I made sure I could TNSPING the DB Instance..
Then I put the name of the Alias as the name of the "Connect String" box on the DAD configuration panel along w/ the DBA_User/Password..
If you do that, you will be able to successfully submit to create the default DAD's..
