ORA-12571 TNS:packet writer failure

I have reposted this question but without the error number, that may help you.
Very often,as I was installing the Designer 1.3.2 repository in a Oracle 8.05 server on WinNT4.0 the following error ocurred:
"

 Loading cirfi.ops --for many ops files
 create or replace
 *
 Error at line 1.
 ORA-12571 TNS:packet writer failure
"

Below is the explanation of the error by Oracle: ORA-12571: TNS:packet writer failure
Cause: An error occurred during a data send.

Action: Not normally visible to the user. For further details, turn on tracing and reexecute the operation. If error persists, contact Worldwide Customer Support.
