Error : Can not allocate log, archival required

I have Oracle 8.05 on a WinNT machine.
The following error occured while the tables for the Designer 1.3.2 repository were being created:
"Error during ORACLE redo log archival:Can not allocate log, archival required"
The server crashed and when I tried again when I restarted it, the repository installation procedure went a little further and then it threw the same error message.
I changed the redo log files size from 1M to 3M but it did't help. Any ideas?
