Read the installation manual.
You need to set your shared pool to 18,000,000 at the very least. After install, if you're using personal Oracle, you can decrease this number again - to around 10,000,000 without problems. Also, check open cursors and block buffers. Designer requires quite a lot of tablespace and memory.
