Inability to start Net8 Assistant or Easy Config

I have what I suspect are inter-related problems using PO8 on NT Server 4 SP3 that conspire to prevent me accessing the database via ODBC.
The listener service starts up ok, and there are no problems with the DB itself.
When I try to start up Net8 Assistant or Easy Config no window appears, java.exe goes berserk and runs forever until I kill it.This prevents me setting up the service name ORCL. I suspect it is in a busywait for something
I've also noticed that when I try and start upthe ExtProcAgent service the error message says the system cannot find the file specified (I'm not sure which file though).
All the above worked without trouble on a P100 box running the same server - I've now upgraded to a PII 450 and it doesn't want to cooperate.
Any suggestions would be welcome to this group or to pmbeck_at_magna.com.au
