Oracle Forms font issues

Our university is currently mid-installation with SCT's Banner2000 higher ed software (which is entirely Oracle Forms based). We are having a bunch of problems getting the fonts adjusted so the product is actually usable. The settings (which we're adjusting by using FORMS45_DEFAULTFONT= in the registry and a section in Oracle's UIFONT.ALI file), are sensitive to video driver, resolution, default windows font size, temperature, and season. This is making it extremely difficult to create a standard setup procedure for a campus-wide environment, and we don't have the people to personally configure each machine on campus. We believe this is a design issue and not an Oracle Forms issue. If I'm wrong on that, please let me know. If our hunch is correct, is it possible that the forms are inheriting their font properties from a central location? We've looked through some of the source, and the forms seem to have a "default" font configuration (which didn't cause us any of these problems on sample forms in a training session we had).
