Search for the GUIDELINES FOR USENET GROUP CREATION that is periodically posted in news newsgroups.

If you want to create a new group, the following additional documents should be read before you begin the process.

Subject: How to Format and Submit a New Group Proposal Newsgroups: news.announce.newgroups,news.groups

Subject: How to Write a Good Newsgroup Proposal Newsgroups: news.announce.newgroups,news.groups

Subject: Usenet Newsgroup Creation Companion Newsgroups: news.groups,news.announce.newusers,news.answers

You will find that _everybody_ does have an opinion. This whole subject tends to highly politicize the groups involved. There is a certain number of minimal yes votes required to form a new group, and you can't vote again on it for 6 months after a change or vote for no change.

By the way, the newsgroup comp.databases.oracle was superceded by comp.databases.oracle.misc in just such a vote. The fact that people are still posting in it may tell you something about newsgroup creation and maintenance.
