Net manager for Oracle

Anybody know about 'Net manager' for Oracle? It is not 'Net80 Assistant'.
It is suppoed to be a tool which lets you generate listener.ora and
tnsnames.ora from a GUI interface for the server. The files can then be ftped
to different boxes including server from the client that generated it.
This is supposed to be the only recommended way by Oracle.
