After having installed Personal Oracle (PO), configure SQL*Net (use Easy Config) and make sure that your connectivity works. I think you can also make a local connection (bypassing SQL*Net) if you only specify the Oracle userid and password and leave the connection string/hostname blank/spaces.
After the connectivity is working, install the Oracle ODBC driver and configure it to use the SQL*NET alias (in TNSNAMES.ORA) that you have configured with Easy Config. If the blank/spaces connection work, use the same thing in ODBC by making the database/host to connect to blank/spaces.
