Help please, "TNS:listener failed to start a dedicated server process"

Hi,

We have a PowerBuilder application that successfully connects to an Oracle DB. However, when many users are using it at the same time we can hit some sort of connection limit and any additional connection attempts fail with this Oracle return message "TNS:listener failed to start a dedicated server process".

We are using:

PowerBuilder 5 application running in Windows 3.1 SQLNET 2
Oracle 7.1 running in VMS 6.1 on a DEC Alpha

Does anyone know how to increase the number of connections limit?
