Yes.

It would be a waste if you were just a new graduate coming out of college, but since you have paid experience developing VB apps, it shouldn't be a waste, but rather should increase the breadth of your marketability.

It varies according to many factors, I would guess that applies more to C programmers than VB, but I really don't know. I do know that when I was doing support, I sure had to support a lot of people that didn't have the experience. So some employers are definitely hiring as your friend says.
