I have managed similar databases, and through the years they have all worked fine using anything from a MicroVax II to a mid range Compaq Proliant. ODBC connections are memory hungry, and if performance / number of transactions wont be high, spend the money on a smaller machine and buy more memory. I could build a capable machine running NT 4 for less than £10,000.

Seriously though, try and do some more investigation into how many transactions will take place, I doubt more than 8 a minute given what you have said and just about any hardware can handle this.
