PL/SQL procedures cross reference tool

Can anyone recommend a tool for correlating dependencies between Oracle 7.3 PL/SQL procedures and functions. Our project needs to define a method to estimate the effort involved in changes to procedures and other procedures affected when a procedure is changed.

Any help is appreciated.
