TNSLSNR Not starting....

Hi Oracle gurus,

        My Platform is NT 3.51.
I installed Oracle server 7.3... then installed Oracle EnterPrise Manager(installed Enterprise Manager Repository also), everything was working fine... Then I installed Dev2000 and Des2000. And it screwed the running of TNS LSNR.
The error I get when I started the service is :

TNSLSNR.EXE entry point not found.
The procedure entry point nsmhwk could not be located in the dynamic link library NSNT.DLL.

I had deinstalled ORACLE two times to solve this problem. But does not look like this problem is going to get solved.

Any help will be greatly
appreciated!!
