ORACLE on WinNT3.51: Proper Shutdown?

ORACLE 7.2 does not do a SHUTDOWN when the NT-Server is shut down. It seems
like the ORACLE processes/threads are simply killed which causes the DB to
do a crash recovery on every startup!
Is this due to a design problem in NT or an implementation problem in
ORACLE? How can we solve this?
Has anybody faced this problem before? Any solutions? TIA!
