I don't think you're right. We have Windows 95 clients running Excel 7 and Access 2. Rather than install 2 SQL*Nets and 2 ODBC drivers we just installed 32bit SQL*Net and a 32bit ODBC driver, and everything seemed to be OK.
This may be Win95's 'thunking' at work; I haven't tried the same on NT.
