If I recall correctly, the first time you are asked for this username/password is when you're creating the OWA_DBA service. Here, you're *setting* the name and password (which is why you have to confirm the password). Note that if you pick a username that already exists, you'll reset its password.
If you've managed to get things a little confused, and you've already entered a password and forgotten it, you should be able to find it in the file $ORACLE_HOME/ows2/admin/owa.cfg (unless Oracle have changed the path for release 2.1).
