What do you mean by local Oracle database - Personal Oracle?

You can access Oracle database using ODBC API functions. I have written some VB applications using the functions to access data in Oracle on a Sun Solaris. I do not think it would be much different to access Personal Oracle on the same machine, except for different SQL*Connect String
