A 12mb SGA for several hundred users? Not nearly enough. One of my customers is currently running Oracle7 7.2 with a 125MB SGA for approximately 100 concurrent users and is experiencing good response times, but still experiences some minor shared pool and latch contention.
You'll definitely need to add some memory to the box.
