I use Delphi 1 for a lot of my database programs as well as some
technical work. I have been badly burnt with previous Oracle offerings
(Oracle Card, Oracle Glue and very flaky original Forms 4) I like the
database but feel that whilst a lot of the client stuff they do is
very good they just cant get the user base you need to make it a
viable product in the outside world.
The Delphi SQL Links is pretty good for connecting to Oracle and probably other databases and the local Interbase that Boralnd supply is good for developing simple to moderate systems.
I have used VB3 and 4 but once you use Delphi you wont want to go back.
All in all, Delphi aint perfect but it is pretty good and there is big advantages in maintainability if you have *all* your applications, database or otherwise produced by the same development system.
Oh and on the subject of Oracle buying Borland, I would say it is better than losing Borland but it is so much better to have Borland out there doing what it does best (at last) without becoming too tied down to one database or system.
Cheers
