Installation Error: Oracle Home

I am running Windows NT Workstation 4.0 and attempting to install PersonalOracle 7.2 for NT (which, btw, ships with 16-bit OO4O and version 1.11 of the ODBC drivers for Windows).

I inadvertently removed the ORACLE.INI file while trying to purge all references to Oracle from my machine.
I had mistakenly installed the trial version of WorkGroup Server for NT: I saw "WS" on the folder name and mistakenly thought it was Oracle for NT WorkStation. With the INI file gone, when I try to install Personal Oracle for NT, I get the following error:

nt_stp(629): READ_ERROR while translating oracle home from C:\WINNT\ORACLE.INI and the installation terminates. So there are still references to Oracle somewhere in NT.

How would I remove all evidence that Oracle has ever been on this machine so that the installer will not terminate after failing to translate Oracle Home? Or, if this is not easy to do, could someone please send me a bare-bones ORACLE.INI that would let the installer get past this point?

I am trying to install to E:\ORANT.
