You might want to upgrade to a "supported" version of Oracle. 7.0.16 was desupported by Oracle at the end of 1995.

For you immediate problem try this... Make sure $ORACLE_HOME is set correctly then try installing the installer first, then the rest of the software.. The installer is looking at $ORACLE_HOME not the CD-ROM while it is relinking.
