WWW access to in-house Oracle

We're looking into providing a dial-in service for our customers over the internet. The Oracle instance (version 7.1.3) will run on an AXP running OpenVMS 6.1. Could anyone give me some direction or point me to some docs/white papers on the following issues:

  1. Since we use a client application with a customized interface, do we need to give the front-end to all customers or should we design an HTML page that would be able to handle their queries and function the same as our interface? The client app cost about $255.
  2. How do we handle customer validation and security issues ? Via the WEB server ? VMS Authorize ? At the network firewall before the web server ?
  3. Should we bill per search, per hit received, time online, monthly fee for unlimited searching ...? What's the most common?
  4. Are there Oracle licensing issues involved ?
  5. Any other issue you wish to present which might be a helpful.

As you can see, I'm not sure where to start, let alone the hardware/software technical issues. ANY help anybody can provide would be greatly appreciated.
