Here at Ford, the DBA'a are in control of table creation. We create a 'OWNER' for each application that is developed and all tables are created under that 'OWNER'. The developers have the ability to create tables in a 'USER TABLESPACE' but can not create anything in production. BTW, we have 3 databases; DEVELOPMENT, TEST and PRODUCTION.
