I had the same trouble and this is what Oracle support recommended (and it worked):
When changing the internal password (and maybe any other password?) NLS_LANG in the NT registry must be AMERICAN_AMERICA, not SWEDISH_SWEDEN or whatever, to make the password manager tool work:

  • Find the file *regedt32*
  • Start its .exe
  • Go to Software->ORACLE
  • Edit NLS_LANG by doubleclicking on its row
