I had the same trouble and this is what Oracle support recommended (and it
worked):
When changing the internal password (and maybe any other password?) NLS_LANG
in the NT registry must be AMERICAN_AMERICA, not SWEDISH_SWEDEN or whatever,
to make the password manager tool work:
- Find the file *regedt32*
- Start its .exe
- Go to Software->ORACLE
- Edit NLS_LANG by doubleclicking on its row
