PowerBuilder is used as a front-end tool and then you need a database as
the backend.

The version of watcom that you get with PowerBuilder is limited
(single-user) and not suitable for enterprise wide solutions.

No! PowerBuilder is used with Watcom, Oracle, Sybase, Access, Foxpro,
Paradox, Informix, etc. You will often see PowerBuilder and Oracle
together because they are the current leaders in their respective
markets. Many companies have Oracle databases and are using products
such as PowerBuilder to develop front-ends for their users.
