stratus FTX - import/export permissions problem

I have Oracle 7.1.3 and Oracle 7.1.6 installed on Stratus FTX boxes. If I try doing an import or export using an id that is not in the dba group I get:

blah> exp

EXP-00000: Export terminated unsuccessfully

--has anyone ever seen this? I am successful in exporting
or importing if the user is in the dba group.
